Millennium Challenge Georgia Fund selected the consultancy company IMPAQ International trough the open competition procedure, basic function of which is to assess the quality of the data gathered in the scope of the program's monitoring and evaluation component. Data is gathered following the methodology extensively practiced worldwide for analogous assessments. On the basis of the data gathered by the monitoring and evaluation office, program tasks and the quality of goal achievements are determined. The data quality auditor shall use the following criteria for assessment purposes: reliability of data, relevance, timeliness and adequacy. The above indicated assessment regards all monitoring and evaluation data gathered during the effective term of the program. Taking into account complexity of the Millennium Challenge Program in Georgia, the data quality audit shall be exercised in four stages and shall include the following terms: I stage - all data of 1-st and 2-nd year of program implementation II stage - all data of 3-rd year of program implementation III stage - all data of 5-th year of program implementation IV stage - all data of program implementation, including three quarters of 5th year of program implementation. Subsequent to completion of each of the stage, the data quality auditor shall prepare summary report in a form of findings and recommendations. MCG's monitoring and evaluation office shall analyze submitted data and on the basis of consultations with the partner organizations, jointly develop the plan for the further implementation purposes, which shall be aimed at improvement of the monitoring and evaluation data quality.
