For the implementation of the program, the Millennium Challenge Georgia Fund / MCG is soliciting applications for the following position: Environmental and Social Impact Director Immediate Supervisor: CEO Announcement Date: 26 July, 2010 Deadline: 6 August, 2010 Position Type: Full Time The Environmental and Social Impact (ESI) Director will assess and evaluate policy concerning the environmental and social impacts of MCG activities. Overall environmental and social sustainability depend on proper implementation of project safeguards. The ESI Director will serve as the in-house expert on environmental and social impact issues. To ensure that environmental and social mitigation measures (including occupational health and safety issues) are followed for all MCG project activities; To serve as the point of contact for comments and concerns of project affected parties regarding the implementation of all MCG project activities and lead the effort to find feasible solutions to those problems; To ensure compliance with MCC Environmental Guidelines and the environmental and social impact safeguards contained in the Compact and related documents; To convene periodic public meetings to provide implementation updates and to identify and address public concerns; To follow policy regarding the environmental and social review of project activities conducted under the terms of the Compact; Identifying external resources and technical specialists that may be engaged as contractors to assist in the evaluation of projects; Together with Management Unit, ensure compliance of the Projects activities with relevant Georgian environmental laws and regulations; Serve as main interlocutor between the Program affected parties and the MCA-Georgia on environmental and social impact issues; Serve as the main interlocutor on environmental and social impact issues between MCA-Georgia and MCC, including preparation of reports and provision of information, both as required and upon request, as appropriate; If necessary obtain relevant permits, licenses, authorizations from State Institutions; Review comments and complaints from parties affected by the Program on environmental and social impact issues and recommend actions to resolve problems. Prepare quarterly progress reports to be presented by the Director to the Steering Committee with inputs provided by the Implementing Entities (IEs) and government agencies; Together with others in the Management Unit, ensure thorough coordination among the stakeholders during the development of the Projects; Review the reports on the implementation of the Projects to ensure that all works are carried out in full compliance with the environmental management plans; Review the contractors recommendation for final reception of goods, works or services and for the corresponding closing of a contract to ensure that all works are carried out in full compliance with the environmental management plans; Develop the content of the quarterly outreach meetings to ensure that key messages and issues related to ESA work are addressed and, to the extent possible, participate in such outreach meetings; Regularly submit information on the Program progress to the M&E analysts and coordinate on additional tasks as necessary; Other tasks and responsibilities as requested by the CEO.
Required Education / Experience: - Higher education degree in Environmental Law, Environmental Science or related field;
- At least 2 years of similar experience;
- Strong interpersonal, organization and communication skills;
- Must exhibit professionalism, good judgment and must be flexible to work outside normal work hours to meet needs of the position;
- Excellent knowledge of Georgian, Russian and English;Excellent knowledge of Computer (MS Office, internet, familiarity with relevant project management software).
